Welcome to the year 2383,

After several wars with the Cardassians and the Dominion, and a few encounters with the Borg, Starfleet decided to create a special fleet to ensure peace in the Federation.
This fleet will be in the frontline if any hostilities arise in the alpha quadrant, its mission is to maintain peace in the quadrant but its prime directive is to protect the Federation.

The place is called Starbase Freedom.
